  • Local 51 Letter on Change of Work Hours

    Sisters and Brothers,
    As you all are aware of by now, the Association is currently in negotiations with the City for a new collective bargaining agreement. One of the many proposals presented by the City involved a change in the start of shift time. Initially a time of 0545 hours was proposed to the bargaining team, which has since changed to 0800 hours for all personnel, with the exception of Battalion and Deputy Chiefs who would have a 0645 start time.
    When this was first presented, the Association requested data from the City as to why this start time was necessary. In the process of negotiations, the bargaining team pointed out the common practice of relieving off going personnel early and time trades. It was also noted by the Association how these practices are carried out at no cost to the City, and actually saves money in the form of incidental overtime resulting from incidents occurring near shift change.
    The instruction by fire administration to document all time trades and early relief in Telestaff was a result of these negotiations. It was not the intention of the bargaining team to create additional work for those responsible for these entries, nor was it to create complications for payroll. Our intent was to demonstrate to the City how our members’ commitment and willingness to report for duty early was to its benefit, and that this change in start time was unnecessary.
    I hope this clarifies any questions some of you may have had in regards to this issue.
